In 1924, not yet twenty years old, he was one of the founders of "L'Aspirante", the first Catholic newspaper for children, which became a means of national connection for the children of Catholic Action in Italy.
In 1928 he was president of the men's youth federation, member of the diocesan council of Ac; in 1934 he was president of the men's section and, in 1936, he became president of the diocesan Catholic Action.
